This will mark the first time Rutgers is a road favorite dating back to 2015 vs. Army and it is the first time since 2009 (vs. Louisville) that the Scarlet Knights are favored on the road against a Power 5 program.
These tidbits come via ESPN’s Chris Fallica:

It’s wild that it’s been this long for Rutgers to be favored on the road in those two scenarios. We’ll see if this season can be a turning point for Rutgers in a positive direction.
Rutgers was extremely dominant in a convincing 61-14 Week 1 victory vs. Temple. For the strong showing, linebacker Olakunle Fatukasi and punter Adam Korsak earned national honors.
Rutgers-Syracuse is slated for Sept. 11 at 2 p.m. EST and will be televised on the ACC Network.
