The Cathedral Prep (Pa.) center picked the Lions over Ohio State. Scruggs is rated the No. 2 center and the No. 196 recruit in the 2018 class. Though he played his high school ball in Pennsylvania, Scruggs actually grew up in Ashtabula, Ohio, which is Urban Meyer’s hometown.
The 6-3, 270-pound recruit has offers from LSU, Michigan, Michigan State and others. Scruggs was in attendance when the Lions pulled off the miraculous upset of Ohio State last season.
He became Penn State’s fourth offensive lineman to commit to the 2018 class.
With his commitment, Penn State is now up to 21 verbal pledges in its 2018 class, which is No. 2 in the B1G and No. 4 in the country according to the 247sports team rankings.
