Pete Thamel of ESPN announced via social media that the NCAA will increase the official visit limit from 56 to 70. The wavier states that the change will take effect “during the period of April 1, 2022 through March 31, 2023.”
The NCAA referred to the recent addition to the transfer portal, the one-time transfer rule, and change in allowed recruits per class as the reason for the additional visits. The wavier is a temporary measure to help mitigate a lot of the possible issues concerns player movement between programs.
The NCAA has approved a blanket waiver in FBS and FCS football to "increase the institutional limits on official visits by 14 (e.g., 56 to 70) during the period of April 1, 2022 through March 31, 2023," per an NCAA memo obtained by ESPN.

The NCAA reasoning is that all the rule changes — one-time transfer exception, Transfer Portal, blanket waiver of initial counter, etc. — has necessitated this "one-time, limited relief." NCAA FOC will gather more info to "consider whether to recommend a legislative change." https://t.co/MQArJpYX63

This waiver from the NCAA gives coaches and players more freedom to make informed decisions by taking a few more official visits in the midst of the numerous changes. The NCAA has stated that they will possibly look at changing the rule permanently or other changes that well help provide better insight for both players and those involved.
