Scott Frost gives reason why he isn’t letting RB Greg Bell transfer to Oregon State

On Oct. 8, former Nebraska RB Greg Bell let his letter from the Cornhuskers available for all to see.
Bell decided to transfer, and posted the letter he got which included teams he could not transfer to:

The list of schools itself seemed normal — Big Ten teams and future Nebraska opponents were included. The school that didn’t seem to fit was Oregon State. However, former Nebraska coach Mike Riley came from Oregon State and then left the Huskers to again join a role with the Beavers.
Scott Frost, Nebraska’s current coach, gave a reason Thursday as to why Bell wasn’t allowed to go to Oregon State:
Frost said Nebraska blocked Oregon State from Greg Bell’s transfer list because Oregon State has a quarters system that was still taking transfers as late as last week. Frost said it’s possible three NU players who transferred there were still in contact with coaches they knew.

Frost even said though that he spoke with UCF QB Mckenzie Milton last night, so he couldn’t be hypocritical about coaches talking to former players. His bigger issue seemed to be with Oregon State’s system, allowing the Beavers to accept transfers one month after Nebraska classes start.
Is it more about Oregon State and the staff there? Or is it about the Beavers’ system?
We’ll probably never find out what irks Scott Frost about Oregon State and transfers, but regardless, Bell won’t be playing football there.
