Judge Culpepper is now the second Penn State football player to announce they have committed to another program for next season.

OSU defensive lineman Antonio Shelton announced on Wednesday that he will be finishing his football career at Florida, and Culpepper followed with his announcement on Thursday that he will be playing at Toledo next season.

Culpepper spent two weeks in the NCAA transfer portal prior to making the announcement over Twitter.

A three-star recruit, Culpepper came to Penn State from Tampa, Florida as a three-star recruit, and redshirted his freshman season before appearing in 22 games over the next two seasons. Over his Penn State career Culpepper totaled eight tackles and one sack, and earned Academic All-Big Ten honors in both 2019 and 2020.

With just completing his redshirt sophomore season, Culpepper has multiple years of eligibility remaining and will presumably spend them with the Rockets.
