Per Brett McMurphy of The Action Network, there will now be 42 bowls for this season, which will allow all 84 bowl-eligible teams to play in one. The bowl will be in Texas and on an ESPN network. This also means that Hawaii will now play Memphis in the Hawaii Bowl.

The NCAA was quick to confirm the reports Thursday evening with an official announcement about the bowl addition:
The Division I Football Oversight Committee on Thursday approved a request to waive the April 1 bowl game certification application deadline.
The waiver allows a replacement game to be developed for the 2021 bowl season.

It also sounds like that this new bowl will be played between 2 Group of 5 teams. Without this additional game, 2 of Ball State, Hawaii, Miami (Ohio), North Texas, ODU, and Wyoming would not have played in a bowl game.
The entire bowl schedule will be announced this Sunday, which is one day after the conference championships conclude.
