College football insider proposes CFP compromise that would likely send Indiana to the Rose Bowl

Bruce Feldman of FOX Sports and The Athletic has proposed an interesting compromise that would change the College Football Playoff a little bit.
A CFP compromise alternative idea: If #USC wins tonight, flip this year's Rose and Fiesta Bowls. Play the CFP semifinal game in the Fiesta. Then, have USC vs a Big Ten team in Rose Bowl.

The Rose Bowl is one of the CFP semifinals this year and there’s not going to be any fans allowed at the game because of the state order in California. Some in college football have been trying to move it from Pasadena for that reason.
If the NCAA were to pass that, the Rose Bowl would have USC (assuming they win tonight versus Oregon) against Indiana as they would be the next highest-ranked team. That’s also assuming that the Buckeyes beat Northwestern in the Big Ten Championship game.
It would be Indiana’s first Rose Bowl appearance since 1968.
Clemson head coach Dabo Swinney could be interested in the idea of not having a semifinal at a rose bowl. He spoke out against the idea earlier today.
Whatever the case, the NCAA would have to make a call on this ASAP as the game is scheduled to be on Jan. 1.
