Report: NCAA planning expansion to signing class limit

According to a recent report, the limit of college football signing classes is expected to increase.
According to a Friday report from Ross Dellenger with Sports Illustrated, the NCAA is moving closer to an immediate expansion of the 25-person signing limit. Raising the signing class limit would be a way for teams to replace players that have been lost via the transfer portal.
Dellenger reports that the looming decision would be a one-year waiver until a permanent policy can be established.
According to the report, teams would be allowed to sign 25 players while adding extra signee slots for every player that transfers out of a program. There would be a cap limit to the additional slots.
Here is an example of how the proposed changes would work:
For instance, a school that loses five players to the portal can sign 30 new players. A school that loses 10 players to the portal can sign 32 new signees, if the cap were seven. The replacement cap has not been finalized.
In fact, other proposals are being discussed as well, including one that simply increases the total signees to 30, 32 or 35. Another proposal, still being vetted, would require a school to use its 25 spots on high school players and would give a school an additional five to seven spots for transfers.
The scholarship limit for teams is expected to stay at 85, but the addition of this new proposal would allow teams more options to maximize scholarships.
