They mean that the player earning the special honor becomes an official Buckeye.

On Monday, two Ohio State players became official in QB Danny Vanatsky and Craig Young, who is listed by 247Sports as an athlete:

Vanatsky was a preferred walk on at Ohio State a season ago, while Young is a 3-star prospect from Fort Wayne, Ind. Young stands at 6-foot-4, 200 pounds.
Ohio State’s first game of 2019 will be played on Aug. 31 at home against Florida Atlantic.
