While quarterbacks typically occupy the top spot in the NFL Draft, Carter is talented enough as a pass rusher that he’s expected to receive legitimate consideration for that slot. Carter is currently +2500 to go No. 1 overall, per the latest odds from FanDuel.

Even if Carter doesn’t go No. 1, he’s projected to be a top 5 pick in this year’s class. He ends his junior season at Penn State with a Big Ten-best 24 tackles for loss and 12 sacks. He departs Penn State with 23 career sacks, which is the most by any Nittany Lions player over the past 20 seasons.
