Penn State flips 4-star athlete away from Virginia Tech pledge
Penn State is riding high after a Week 1 win against West Virginia. Now, the Nittany Lions are keeping the momentum going with a key flip on the recruiting trail.
On Monday, 4-star prospect Matthew Outten officially announced a commitment to James Franklin’s program. Originally committed to Virginia Tech in July, Outten flipped his pledge to the Nittany Lions as we head into the month of September.

Outten is listed at 6-feet and 200 pounds as an athlete for the 2025 recruiting class out of IC Norcom in Portsmouth, Virginia. The in-state Hokies were just 1 of several major offers for Outten.
The 247 Sports Composite rates Outten as the 9th overall player from the state of Virginia and the 15th athlete in the country for the class of 2025.
During the 2023 season, Outten played snaps at receiver and defensive back while also serving as his team’s primary returner. He also competes in track and field and was a state qualifier in the 100 and 200-meter dashes.
Outten joins what is shaping up to be another key recruiting class for head coach James Franklin. According to the 247 Sports Team Composite, Penn State’s 2025 recruiting class currently ranks 14th in the country.
The Nittany Lions currently hold 24 hard commitments for the cycle, and that group includes 14 players with a 4-star composite rating. We’ll see how things shape up throughout the fall, but that’s right where Franklin and his staff want to be.
