Maryland in-state DB announces intent to transfer
Recruits come and go. Until they sign on the dotted line, they aren’t officially a member of any college football program.
However, even once they do sign, they can put their name into the transfer portal at any time. Late Thursday night, Maryland DB Raymond Boone announced his intent to transfer from the Terrapins:

Boone sounded appreciative in his tweet, but in what he calls a “bleak moment,” he announced his intent to transfer. Boone is a member of the Class of 2018 and was rated a 3-star prospect by 247Sports.
Boone is a redshirt freshman from Landover, Md. and will be transferring without appearing in a game for the Terrapins.
